I am trying to determine what could be causing an intermittent beeping alarm sound coming from my 95 Mercury 115 HP two stroke. Topped off the oil tank with approximately 3 quarts, so oil wasn't low. #3.

You have to deduce which is the problem by inspecting the motor.
The horn will turn off when throttle speed is within the allowable limit. Luckily, most of the time, this issue is related to problems with the connection points as well as the wiring.
